Definitions - Miscellaneous Income and Subsidy Information
  • Please Note: As a general guideline, all percentages are ranges but for space savings only certain exact percentages are listed. For example 20%-29%, 30%-39%, 40%-49%, etc. are listed as 20%, 30%, etc. and your actual percentage of Median Income may fall in between an exact percentage. Please check the qualifiers if listed and verify your eligibility with the particular provider.
     
  • Income Based - Rent is adjusted based on median income, age, disability or other tenant factors.
     
  • Median Income - The middle value when all incomes of all households in the geographic area are arranged from lowest to highest.
     
  • Rent Range - Including voucher or other subsidy, the low and high dollar amounts you want to find properties between.
     
  • Rent Subsidy - A grant made by a program to reduce or provide the cost of housing for a tenant.
     
  • Section 8 - "Section 8" is a program funded by the U.S. Department of Housing and Urban Development and is either tenant-based or project-based. According to HUD:

    "Under the tenant-based housing choice voucher program, the PHA issues an eligible family a voucher and the family selects a unit of its choice. If the family moves out of the unit, the contract with the owner ends and the family can move with continued assistance to another unit.
     
    Under the project-based voucher program, a PHA enters into an assistance contract with the owner for specified units and for a specified term. The PHA refers families from its waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance. However, they may be eligible for a tenant based voucher when one becomes available"

  • Sliding Scale - Rent is adjusted based on median income, age, disability or other tenant factors.
     
  • Tax Credit Property - Rental Housing Tax Credits are a financial incentive for developers to construct or rehabilitate housing developments for rental to low-income persons. RHTCs are authorized under the Internal Revenue Code Section 42.
     
    Persons moving into tax credit units can generally have an income of no more than 60% of the area's median income. However, some regions go up to 80% of the area's median income so be certain to verify the range with the complex. Most developers also set aside a percentage of units that can be rented to lower income persons, including those who earn between 20% and 80% of the area's median income.
     

Definitions - Special Needs Populations
  • Special Needs Populations - There are many opportunities to work with tenants who may have special circumstances under which they live. If you would like to be promoted to organizations who work with specific client types, you may select any of the fields. Although the Opens new browser window Fair Housing Act of 1988 applies to all perspective tenants, promoting your properties to programs and services that specifically work with special needs clients may afford unique opportunities to work with wonderful people.
     
  • Sponsored Tenants - Lease is between an Organization and Property Owner in which the Organization pays the rent and/or fees for a property to the Property Owner or Management Company on behalf of the Client. In essence the Client is "Sponsored" by the Organization and arranges "guest privileges" on behalf of the Client with the Property Owner or Management Company.
     
    The Organization is the legal signatory of the lease and assumes responsibility for all conditions agreed to under the lease agreement and the Client is not protected as a tenant under the law as they are a "guest" of the Organization and may be removed immediately by the Organization for violating set rules under either the Organizations' Statement of or Code of Conduct OR the Property Owners' and/or Management Company's lease. The Property Owner and/or Management Company MAY choose to have no relationship with the "Guest" Client and choose to coordinate exclusively with the Organization which is the legal signatory of the lease.
     
  • Transitional Age Youth - Young people between the ages of sixteen and twenty-four who are in transition from state custody or foster care.
     
  • Shelter Plus Care - provides long-term rental housing assistance together with supportive services for homeless people with disabilities such as mental illnesses, substance abuse and/or AIDS/HIV and their families. It connects social services to address these disabilities and conditions to ensure the stability of housing for these participants.
     
  • TN "CHOICES" - "CHOICES" is a Medicaid program in the State of Tennessee that provides long-term services and supports to qualified individuals who are elderly (65 years of age and older) or are adults with physical disabilities (21 years of age and older). Participants may live in the community and receive supportive services at their place of residence.
     
  • Pennsylvania Nursing Home Transition - The PA NHT program was developed to assist and empower individuals who want to move from a nursing facility back to a home of their choice in the community and to help the Commonwealth rebalance its long-term living systems so that individuals have a choice of where they live and receive services. The NHT program provides the opportunity for individuals and their families or caregivers to be fully informed of all long term living options, including the full range of Home and Community-Based Services, and ensures they receive the guidance and support needed to make an informed choice about their long term living services. The program assists individuals in moving out of institutions and eliminates barriers in service systems so that individuals receive services and supports in settings of their choice.
     
  • North Carolina Supportive Housing Program - North Carolina Supportive Housing Program (NCSH) was developed to assist and empower individuals moving from care facilities to homes of their choice in the community. The program provides rental assistance in addition to stabilizing services. These services are individualized and available when the person needs them, where the person lives to ensure they are housed long term in healthy supportive arrangements.
     
  • Atlanta Real Estate Collaborative (AREC) - this program connects eligible individuals with housing units sponsored by the Atlanta Real Estate Collaborative (AREC). AREC works with local homeless service agencies to assist with housing placement, real estate acquisition and development, and advocacy.
     
  • Iowa Money Follows the Person - Iowa Money Follows the Person (MFP) Partnership for Community Integration Project provides opportunities for individuals in Iowa to move out of Intermediate Care Facilities for Intellectual Disability (ICF/ID) and into their own homes in the community of their choice. Funding is provided for transition services and enhanced supports needed for the first year after an individual transitions into the community.
